St. Elizabeths was established by Congress in 1855 as the Government Hospital for the Insane. In addition to providing mental health facilities for the Army, Navy, and District of Columbia, the hospital also served as a hospital for Civil War soldiers.

St. Elizabeths is divided into two campuses. The West Campus is owned by the federal government and is under the custody and control of the U.S. General Services Administration (GSA). The East Campus is owned by the District of Columbia. Both campuses are located in the Anacostia community in southeast Washington.

At GSA's request, Jones Lang LaSalle is preparing a Master Plan for the development of the West Campus as a high security campus for federal agencies. As part of the Master Plan process JLL is also preparing for GSA an Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA), and is assisting GSA with the Section 106 process of the National Historic Preservation Act (NHPA).
