NEPA
Jones Lang LaSalle is assisting GSA with preparing an Environmental Impact Statement, or EIS, in compliance with the National Environmental Policy Act (NEPA) of 1969. NEPA is the nation's charter for protection of the environment. NEPA provides for the consideration of environmental issues in federal agency planning and decision making. NEPA requires federal agencies, such as GSA, to prepare an environmental impact statement, or EIS, for actions that may significantly affect the quality of the human environment. The EIS must provide full disclosure of significant environmental impacts and inform agency decision-makers and the public of the reasonable alternatives, including the no action alternative, that would avoid or minimize adverse impacts or enhance the quality of the human environment.


The EIS public involvement process includes the following steps:

Scoping Meeting June 14, 2005

GSA Publication of Draft EIS September 28, 2007

Public Review of Draft EIS 45 day period ending on November 12, 2007

Public Hearing October 18, 2007

GSA Publication of Final EIS November 7, 2008

Public Review of Final EIS 30 day period ending on December 8, 2008

GSA is seeking comments on the Final EIS for its proposed action to locate the Department of Homeland Security Headquarters at the St. Elizabeths West Campus.

FEIS Viewing Locations and Comment Submission
GSA welcomes public comments to the FEIS by email, mail, fax, using the online comment form below. All comments on the Final EIS are due to GSA by December 8, 2008 (Mailed comments must be postmarked by December 8, 2008).
